How to complain: (thanks to Rob Oldfield for the initial Earthlink-version of this section)

This is best done to the ISP of the person you are complaining about - in $teve’s case this has been Earthlink for a long time.
==> In August 2007 he changed to SuperNews. We guess he has been 'kicked out' by Earthlink ??

==> In June 2008 he changed to GigaNews. We guess he has been 'kicked out' by SuperNews as well ??

Let us kick him OUT again... Please help !! Complain to his ISP

Basically you need to put together your facts to show that he is breaking their acceptable use policy (AUP).
That policy can be found here: http://www.giganews.com/legal/aup.html.

There are a few sections in there that $teve could reasonably be accused of breaching, for example:
At Giganews, we would like every member to have the best experience possible with the newsgroups. We do not, however, wish that to be at the expense of others. The newsgroups are comprised of people from diverse backgrounds. When communicating with people on the newsgroups, it is best to keep in mind that there are many other people that read what you post. Please consider the views and feelings of everyone who might read your posts and give them the same consideration and respect as you would like to receive yourself.

So, in order to show that $teve is breaching rules, you simply need to show that he’s breaking the charter of the relevant newsgroup. Those can be found at:
-- for the newsgroup cdma: http://www.mvps.org/access/netiquette.htm
-- for the microsoft.public.access.* groups: http://msdn.microsoft.com/library/gallery/components/wn/2/locales/help_en-US.htm#RulesofConduct

Complaints should be sent to: abuse@giganews.com
You should also include the full header information for the offending post(s). There is information on how to do that here:
http://ez2ba.com/html/help/guides/viewing-email-headers.html

If you are using the web - AccessMonster or Google for example - to view newsgroup messages, then it may not be possible to include the headers
But remember:
-- Most ISPs will be unable to do anything without the full headers.
-- Most ISPs will ignore any email complaint which includes the offending post as an attachment.
==>> So please send the headers AND the complaint(s) in line. (NO attachments please!)
