Right sided horizontal scrollbar

This is a box with a fixed { width: 900px }
and if seen in a resolution of 800x600px
then, when the page is opened
the scrollbar is in the left side position
of course
 

In 800x600px the blue bar is visible, when opened, but not the end of this line ...

(scroll to go there)

But say the blue column is not so important,
and if the page is opened in 800x600px,
you want the right part is showed completely,
with the possibility to scroll to the left?
It looks like javascript is needed...
