• The html is styled with a height of 101% > always space for vert. scrollbar in FF.
• The #outer wrapper has a width of 770px > fits in 800x600px screen resolution.
• New invisible h1 for accessibility (& SEO), invisible "skip to main content" added.
• dwic logo (right floated) and ontario logo without header style: is on every page as "home" button / link. The real header is starting with "Welcome" later on.
