Language is very important
Spelling (fortunately for you, English is not my native tongue).

Style
Proper English, German or Dutch
Abusive language is not done
I have got more appreciation for somebody showing his/her eloquence than a nifty looking page with hardly any words. But that also is a question of concept.

If the page is based on one single theme, it's a pro.

Sober lay-out.
Clear presence
Easy to read
Not cluttered with screens, pictures, banners and words. A person can only deal with so much information at a glance

Not too graphic intensive, please. Grapics: thumbnail to select from or as part of text are considered a plus.

Pleasing to the eye
Unless screaming colors are part of the page' theme, they are a con
Concept / Content 20 points HTML-programming 15 points
Content is very important to DVG AP:
Sites based on one single theme can offer more information on the subject, making them more interesting than pages dealing with the subject on a superficial level. Sites that offer in-depth information get a plus.
Free speech is important: every peron has the right to say what he/she wants to say.
When a site proclaims support or charity, that's a pro.
Politics, however, are only a pro if they agree with DVG's personal believes (I am sorry)
Dosed and efficient use of programming
In tune with the concept is considered a plus!
i.e. regular html programming, javascript, dhtml, flash, interactivity etc. etc. etc.
Other critera 10 points
This is the subjective section of the criteria used in the DVG AP. As the program is operated by one single person we can easily say, very subjective, heh heh heh.
If a particular sites proclaims ideas I don't agree with, the application will be dismissed with an explanation why.
When a request hasn't offered DVG AP with all the necessary data, the page will not be reviewed.

Sites that solely use popular street lingo: don't bother applying
No hate sites
No commercial sites. Non-profit companies: feel free to apply.
DVG AP refers also to the requirements
When a provider forces its pop-ups on you, you are not to blame for it. In that case DVG AP will look beyond the pop-up, and just be annoyed.
